Only one in two hundred refugees is granted asylum in the U.S. on the grounds of a well-founded fear of persecution for race, religion, nationality, social group or political opinion if they return home. Behind the scenes are the applicants, attorneys and translators. The Immigration and Naturalization Service (INS) officers question refugees for credibility, and make life and death decisions for them. It is often a game of “officer roulette.” A film about fear and hope, joy and despair, reason and whim, and fate, it questions the process of seeking political asylum—who gets it, who deserves it and who decides.
